An employee is a database row, not a running process. A company of fourteen people that is not working costs the same as one of two. The cost driver is wake-ups, not headcount.
Money constrains API work; tokens constrain a subscription, which produces no invoice line for money to meter. Budgets can be set per company, per project and per employee — and the narrower one adds a limit rather than granting an exemption from the wider one.
Budget is held before a task is dispatched, so two workers cannot each see the same remaining balance and both spend it. When the allowance is gone the task blocks with a reason that names the ceiling that refused it.
Point it at Claude Code, Codex or the Gemini CLI and it runs on the coding subscription you already pay for. That consumption is recorded as quota and is never reported as currency, because no invoice line exists for it.
